Madisonville City Clerk Kim Blue Named 2025 Kentucky Municipal Clerk of the Year

Madisonville City Clerk Kim Blue has been named the 2025 Kentucky Municipal Clerks Association’s Clerk of the Year, a recognition that underscores her exceptional dedication and service to the city and her profession.

Blue received the prestigious award from Clerk of the Year Chair Ashley Jackson during the Kentucky Municipal Association’s annual Spring Conference in Louisville on Thursday.

Officials said Blue was nominated by Mayor Kevin Cotton and City Administrator Rob Saint. In Saint’s letter of support, he praised her for bringing energy, enthusiasm, and a willingness to assist him and the city council, while also serving as a vital liaison to all city departments. He noted that her extensive knowledge and commitment to continuing education exemplify her dedication as a City Clerk. Saint further stated that Blue’s professionalism truly reflects the core values and standards established by the City of Madisonville.

Blue has served as the Madisonville City Clerk since 2016. Mayor Cotton stated that her dedication to the office of City Clerk is second to none. He said she is an ideal team member who goes above and beyond in her duties, celebrates her colleagues’ achievements, and understands the intricacies of working as a team.

According to officials, Blue has been a member of the Kentucky Municipal Clerks Association since 2016, earning both her Certified Kentucky Municipal Clerk and Kentucky Master Municipal Clerk designations. Within the state association, she has volunteered on several committees, including the Election, Legislative, Communications, Education, Scholarship, and Bylaws Committee, the latter of which she chaired. Additionally, Blue has held the positions of secretary and vice-president of the association. She has also achieved the Certified Municipal Clerk and Master Municipal Clerk designations from the International Institute of Municipal Clerks.

Blue’s professional and community involvement reportedly includes active membership in the Kentucky Paralegal Association and the Leadership Hopkins County Board. She is the immediate past president of the Lions Club, where she was named the 2018 Woman of the Year, and she also serves as a facilitator for the Kentucky Family Court Families in Transition Program.

Blue is married to Joe, and they live in Hanson. Officials shared that the couple enjoys traveling and spending time with their children and grandchildren.

Officials congratulated Blue on being named the 2025 Kentucky Municipal Clerks Association’s Clerk of the Year and extended a special thank you for her contributions to the City of Madisonville and her community.
